Investing in NATO’s Future
During the NATO Summit Defense Industry Forum in Ankara, Türkiye, the United States, Germany, the Netherlands, Poland and Sweden signed a joint statement of intent to explore a PAC-3® Missile Maintenance Facility in Europe.
The proposed facility would strengthen NATO’s integrated air and missile defense posture by enabling in-region sustainment, recertification and repair—keeping PAC-3 missiles ready, reliable and rapidly deployable.
Building on this momentum, Lockheed Martin and Rheinmetall also signed a memorandum of understanding, with the support of the U.S. and German governments, to advance plans for the first European center of excellence for the manufacturing, integration and distribution of ATACMS across NATO and allied European forces.
These initiatives reflect a shared recognition across NATO: deterrence depends not only on capability, but on speed, readiness and industrial partnerships.
We have heard the demand—and we are acting
Demand across Europe and global allies continues to accelerate. Lockheed Martin is responding by investing to expand production capacity across key portfolios, including Integrated Air and Missile Defence and Tactical Missiles.
Lockheed Martin was the first in the industry to announce a framework agreement for munitions acceleration under the U.S. Department of War’s Acquisition Transformation Strategy, tripling production capacity of the combat-proven PAC-3 MSE. This was followed by further agreements to quadruple production of THAAD and Precision Strike Missile (PrSM).
The trajectory is clear: our customers need greater capacity, delivered faster.
Lockheed Martin is working with customers to accelerate the delivery of critical capabilities. Through significant investment in a build-ahead program for the combat-proven HIMARS®, the company can fast-track a portion of a customer's launcher requirement, enabling earlier fielding of an initial operational capability and delivering launchers ahead of traditional production schedules.
HIMARS FLEX: Combat-proven solution
As demand for long-range precision fires accelerates across Europe, HIMARS FLEX represents the next evolution of this capability. Built on the combat-proven HIMARS platform, it is designed to deliver more firepower, autonomy and new munitions options while retaining proven precision and deterrence.
The system’s FLEXFires technology offers scalable launcher configurations allowing operators to match mission needs. Its platform flexibility means the system can be mounted on a C‑130‑compatible chassis, adapted for maritime‑lift operations, or fielded in land‑based variants, ensuring seamless integration across diverse operational environments.
Finally, customer‑choice configurations give users the ability to integrate the launcher onto an indigenous chassis and munition mix as well as integrate autonomous reload capabilities, tailoring the system to precise operational requirements.

Building industrial depth in Europe
PAC-3® Affordable Capability Effector (PAC-3 ACE™): Lockheed Martin is advancing a more resilient European industrial footprint, including expansion of the PAC-3 network. PAC-3 ACE is a low-cost interceptor built to defeat a wide range of air and missile threats for less than half the cost of a PAC-3 MSE per unit.
Built on the proven PAC‑3 fire‑control system and fully linked to the Patriot weapon system and the Integrated Battle Command System (IBCS), PAC‑3 ACE speeds up development, testing and deployment far beyond traditional programs.
HIMARS: Lockheed Martin is partnering with Estonia to establish a HIMARS sustainment center that will strengthen long-term support of the combat-proven launchers across the Baltic region, while deepening cooperation with Lithuania to expand security, defense and industrial opportunities. In Finland, the company is partnering with Finnish technology company Insta to establish Europe's first maintenance and sustainment capability for the M270A2 and HIMARS MLRS Common Fire Control System (CFCS).

Supply chain expansion for sustained readiness
A resilient supply chain is a strategic advantage. By investing in suppliers, manufacturing capacity and industrial partnerships, Lockheed Martin is expanding production and strengthening resilience. These investments help deliver critical capabilities at the speed today's security environment demands.
Across Europe, Lockheed Martin has strengthened the PAC-3 MSE industrial base through expanded component production in Spain with Grupo Oesía and Sener and increased supply chain capacity in Germany through an agreement with Diehl Defence. Long-standing partnerships with leading Polish defense firms further reinforce regional security while driving engineering jobs, technology transfer, workforce development and a more resilient global PAC-3 MSE supply chain.
